Additional Approver to be based on user not absence policy

Open Cosmos have raised this with the following scenario:
Manager goes on prolonged leave, they want to be able to assign an additional approver to pick up requests for the team members of the manager on leave.
Current options and why they won't work:
1. change the manager - this affects reporting and the org chart
2. create separate policies where the additional approver is assigned, this will be a huge task and could create a large number of policies
3. HR to update it - large resource drain on an already busy team
It would be beneficial to be able to have a field in the persons time off area where you can add an additional approver so it just relates to that user and not everyone in the policy.
