GDPR risk - The ability to view a document rather than download

Is it possible to enable users to view documents in the platform rather than having to download it to open it. This is a GDPR risk for us. We have managers that want to view documents to check data or contract clauses. These now end up sitting in the downloads folder of the Manager. The sensitive data sits there until a manager remembers to delete it from that file. Could it not work like SharePoint? Thanks
